The primary purpose of this position: the incumbent of this position performs any or all duties of the attached position description in a developmental capacity. The incumbent receives instructions and assistance as required until she/he can perform the full range of work with the independence discussed in the attached position description.

Duties

GS-9: In conjunction with a senior specialist, implements new database systems hardware and software and develops local operating procedures. Monitors the ongoing operation of the data mining and warehousing programs. Under the supervision of a senior specialist, advises CPFs, AFPC/DPC staff, and others on Issues pertaining to retrieval tool administration. Participates in the development of management information system (MIS) assignments in support of customer needs. Prepares and completes system documentation in accordance with DoD, Air Force, MAJCOM, AFPC and local standards. Provides Quality Service, maintains good working relationships and interacts with other Directorate personnel to resolve issues.   • Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). GS-9 SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one (1) year of specialized experience at the next lower grade level GS-7 or equivalent in other pay systems. Examples of specialized experience includes, performing basic fact-finding and analysis; applying established techniques and requirements of computer systems management responsibilities carried out by the organization; Utilization of analytical and evaluative skills to assess and develop select portions of program initiatives and to identify, consider, and resolve issue or problems associated with portions of projects or studies. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GS-11 SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one (1) year of specialized experience at the next lower grade level GS-9 or equivalent in other pay systems. Examples of specialized experience includes, applying database management concepts, principles, and methods including database logical and physical design, normalization, storage capacity management, and data backup and recovery to design, develop, and maintain data management systems that meet current and future business requirements of the organization and its customers; Utilization of query languages, table relationships, and views sufficient to generate complex queries and reports and to develop data dictionaries, data models, metadata repositories, and other data management tools; Application of data mining and data warehousing principles to design such systems. OR EDUCATION: Successfully completed a Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-9: 1. Ability to analyze interrelationships of pertinent components of the system. 2. Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Limited knowledge or computer requirements and techniques pertinent to systems analysis and equipment evaluation. 3. Knowledge of management and installation's missions and objectives and their implications of systems administration AF-wide. Knowledge and skill in Total Quality principles. practices, methods, and procedures. 4. Knowledge of database systems administration and programming is required. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or 4ucstion, relating to work. 5. Ability to work effectively with widely diverse individuals and groups. 6. Ability to represent the activity both within and outside the organization, and to gain support for the program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
