This position is located within the Mission Support Division of the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) Region 8 office in Lakewood/Denver, CO. The ideal candidate will have experience in managing programs, or procuring items and services per the Federal Acquisition Regulation (FAR), related to both Facility Operations and Information Technology, and will possess knowledge and experience in applying quality assurance principles and techniques.

What will I do in this position if hired?
In this Program Manager (Contracting Officer Representative) position, you will serve as the regional Program Manager (PM)/Contracting Officer Representative (COR) performing professional, technical, and related clerical work to advise on the implementation and administration of contracts. The selected candidate will be expected to have the ability to obtain a Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) and Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) equivalent to grade and experience level.

To qualify for this Program Manager (Contracting Officer Representative) position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Assisting with the development of comprehensive acquisition packages; and
Supporting performance-based acquisitions (i.e. planning, solicitation, negotiations, pricing, administration, and termination); and
Drafting and delivering written and oral communication to diverse audiences.
OR
Master's or equivalent graduate degree; or
2 full years of progressively higher level graduate education leading to such a degree; or
LL.B. or J.D., if related
OR
Combination of education and experience.
To qualify for this Program Manager (Contracting Officer Representative) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Implementing policies and regulations on Federal contracting and procurement activities; and
Utilizing Federal contracting and procurement policies and regulations (e.g. performance-based acquisitions, all phases of the procurement process -planning, solicitation, administration, and closeout); and
Communicating verbally and in writing with various stakeholders, including leadership, Regional partners, and legal counsel.
OR
Ph.D. or equivalent doctoral degree or
3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related
OR
Combination of education and experience.
To qualify for this Program Manager (Contracting Officer Representative) position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Leading contracting and procurement functions, in compliance with Federal contracting and procurement activities; and
Overseeing contract pre-award functions, including preparing solicitation documents, analyzing proposals, and negotiating with potential contractors; and
Advising Program Managers and other stakeholders on technical matters related to contracting.
