You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as the Financial Manager for all areas of financial support including budget formulation, budget presentation and justification, budget execution, contract review and monitoring, financial management and financial security. You will provide guidance and counsel to program/project managers, financial staff and senior leadership involved in managing acquisition or acquisition-like programs. You will monitor budget authority, obligations and expenditures of funds and performs continuous analysis of cost trends to identify areas with programmatic or fiscal problems. You will interface with other financial points of contact at various government agencies. You will coordinate the development of cost and performance information in support of mission tasks for the organization.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment/fail to pass the test. You will be subject to random testing.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Recommending solutions to financial issues raised in audit reports and budget reviews; 2) Implementing financial policies and procedures; 3) Defending budget estimates before authorities; 4) Providing technical guidance on financial matters and budget programs to senior managers; and 5) Serving as a financial management policy and technical consultant on all matters concerning the planning and execution of fiscal laws and financial policies, processes, and procedures.
