You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST within NAVY SYSTEMS MANAGEMENT ACTIVITY.
Duties
You will serve as the principal advisor to senior managers on the development, implementation and, revision of financial management policies, plans, and programs.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will assign work to subordinates based on employee?s capabilities, priorities and difficulty and develop performance standards and evaluate employee performance.
You will prepare or review responses to external audits; e.g., FMB, GAO, etc. which involve financial management policy and procedure.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Leading, supervising, motivating and counseling subordinate employees;
2) Recommending alternatives and solutions to financial issues raised in audit reports and budget reviews;
3) Implementing financial policies and procedures;
4) Defending budget estimates before authorities;
5) Providing technical guidance on financial matters and budget programs to senior managers;
6) Serving as a financial management policy and technical consultant on all matters concerning the planning and execution of fiscal laws and financial policies, processes, and procedures.
