You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will administer, supervise, and perform work associated with the examination and processing of payments for travel and contract vouchers, claim reimbursement, Intra-Governmental Payment and Collections (IPAC), and other request for payments.
You will oversee the financial, technical, and administrative responsibilities associated with the planning, execution, and reconciliation of disbursement operations for the program office and the departments supported by the Command
You will interface with multiple financial platforms daily to include Central Accounting Reporting System (CARS), International Treasury Services (ITS), and Federal Reserve Bank (FRB).
You will extract financial data and reports from automated financial management systems in order to balance and reconcile processed payments, collections and IPAC.
You will answer financial and organizational inquiries and resolve problems relating to the disbursement of public funds.
You will manage the payments of large complex value contracts and provide support to functional directors, program managers, and senior level leaders.
You will prepare financial status reports on payments in collections and work with the program office to ensure sufficient funding is available for payment.
You will audit travel claims, process collections received as overpayments, and track metrics for monthly reporting.
You will promote and encourage all aspects of EEO, motivate, and lead employees to accomplish the organization mission and build team cohesiveness, while providing guidance and mentoring.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Reviewing, processing, and approving payments in a financial management system;
2) Interpreting, analyzing and evaluating complex legislation, policy and regulatory guidelines, as they pertain to financial management;
3) Performing detailed analysis of financial data, reconciling contract vendor payments and evaluating performance schedule data;
4) Communicating effectively with management, employees, and other customers; and
5) Directing and leading people to provide motivation, resolve conflict, foster team synergy, and comply with EEO and diversity guidelines.
