You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of NAVY SYSTEMS MANAGEMENT ACTIVITY.

Duties
You will plan, organize, and oversee the implementation of business applications, ensuring alignment with organizational goals and objectives.
You will lead and manage a team of contractors and government SMEs, assigning tasks and tracking progress, to ensure timely project completion.
You will collaborate with stakeholders to define project scope, requirements, and deliverables, using best practices and industry standards.
You will assist in documenting departmental procedures and policy as applicable to product ownership.
You will develop and maintain project timelines, budgets, and resource allocation plans, ensuring adherence to set parameters.
You will monitor program performance, identify risks, and proactively resolve issues to minimize project delays or disruptions.
You will create and present regular progress reports to relevant stakeholders, keeping them updated on project status, achievements, and challenges.

You will ensure compliance with regulatory guidelines, industry standards, and organizational policies throughout the program lifecycle.
You will collaborate with vendors, analysts, designers, and system owners in the testing of new software programs and applications in order to identify potential problem areas, and make the appropriate recommendations.
You will participate in initiatives for continuous process improvements and follow best practices.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as: 1) Managing financial management systems, federal budget process, planning, programming, and Budget Execution; 2) Interpreting, analyzing, and evaluating complex legislation, policy and regulatory guidelines, as they pertain to financial management; 3) Performing detailed analysis of financial data, develop cost trends and evaluate performance schedule data; 4) Overseeing and leading implementation of business applications to include financial management, accounting, contract writing, property management and logistics management; 4) Managing multiple projects, working closely with cross-functional teams to ensuring the successful delivery of business applications; 5) Communicating effectively with management, employees, and other customers; and 6) Directing and leading people in providing motivation, resolving conflict, fostering team synergy and complying with EEO and diversity guidelines.
