You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will provide strategy, methodology and monitoring for the organization to achieve audit and management internal control program requirements.
You will provide guidance and counsel to program/project managers, financial staff and senior leadership involved in managing acquisition or acquisition-like programs.
You will lead complex audit response efforts to prepare for and facilitate process and system walkthroughs with stakeholders and auditors, collects key supporting documents from a variety of stakeholders, and resolve auditor follow-up inquiries.
You will conduct detailed risk assessments, process walkthroughs, and review of key supporting documentation in order to design internal control test plans and procedures.
You will perform and document testing of internal controls in support of the Command's Annual Statement of Assurance (SOA) reporting.
You will manage projects to successful completion through strategic communications, expectation setting with stakeholders, and deadlines management within applicable resources.
You will coordinate efforts with process owners and stakeholders to develop and implement corrective action plans (CAPs) necessary to resolve financial risks, gaps, and instances of noncompliance identified during internal testing and audits.
You will assist with training personnel on policy/documentation changes and document retention requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following:
1) Conducting comprehensive quantitative and qualitative analysis of financial data and information using various financial systems;
2) Planning and performing analysis of complex business and financial transactions by using accounting, auditing, analytical, technical, and investigative skills to determine in transactions are in accordance with laws, policies, and regulations;
3) Serving as a financial management policy and technical consultant on all matters concerning financial improvement and audit remediation of fiscal laws and financial policies, processes, and procedures.
