You will serve as a FINANCIAL MANAGEMENT ANALYST in the NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will serve as financial adviser to program managers and staff officials on budgetary policies, fiscal laws and directives. You will prepare and review financial documentation, transactions, and budgetary requests; making certain documentation is consistent with the program’s objectives regulations. You will identify financial and budgetary issues and advise program managers and staff officials of solutions and methods to improve efficiency within the program office. You will analyze and evaluate continual changes in program plans/funding and their effect on financial and budgetary milestones and objectives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Recommending alternatives and solutions to financial issues raised in audit reports and budget reviews; 2) Implementing financial policies and procedures; 3) Defending budget estimates before authorities; 4) Providing technical guidance on financial matters and budget programs to senior managers; 5) Serving as a financial management policy and technical consultant on all matters concerning the planning and execution of fiscal laws and financial policies, processes, and procedures.
