You will serve as a Supervisory Logistics Management Specialist within the Ordnance Supply Chain Strategy (SCS) Division in the Ammunition Department of the NAVSUP Ammunition Logistics center (NALC) of Naval Supply Systems Command in Mechanicsburg, PA.
Duties
You will manage/oversee ordnance policy development and updates.
You will manage and lead development and implementation of Financial Improvement and Udit Readiness (FIAR) policy for U.S. Navy Ordnance.
You will manage/oversee ordnance demilitarization program management.
You will clearly articulate budgetary requirements, rationale, and develop justifications for decisions and recommendations.
You will advise subordinates of the performance requirements of their positions and inform them individually of their progress in meeting requirements.
You will provide industrial support procurement oversight for mission partners.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the duties of a Logistics Management Specialist and exhibiting extensive knowledge of non-nuclear ordnance logistics business processes, programs, and resource management techniques. Experience also includes an extensive knowledge and understanding of the Naval Ordnance Enterprise (NOE), the Planning, Programming, Budgeting and Execution (PPBE) System, ordnance inventory management policy, inventory accuracy techniques, project and program management, Navy Enterprise System (NERP), FOSSOM, SABRS, and the relationship of each system in execution of the Navy's (FYDP), POM/budgeting process and interrelationships with the Navy. Examples of specialized experience must include: 1) Applying mastery level of knowledge of Operating Materials and Supplies (OM&S) Ordnance Lines of Effort (LOE) to develop Management Review Controls (MRCs), policy training materials, flow charts, internal control aids and guidebooks that provide other leaders controls to enforce compliance with Naval ordnance inventory management policy; 2) Expert ability to represent an organization in business processes affecting financial improvement and audit readiness (FIAR) in the areas of contractor-held ordnance, ordnance held by other services, regular ordnance in-transit enforcement controls and the Advana data analytics platform (or equivalent); 3) Applying expert knowledge of functional systems analysis and management information systems to interpret data analysis and apply the results given; 4) Utilizing mastery level of knowledge of policies, processes, and business rules to support the development of financial audit-related reconciliations and crosswalks involving the ordnance process cycle memorandum, ordnance control points, generally accepted accounting principles, Ordnance Information System (OIS) - Retail, OIS-Wholesale (or other service Enterprise-level ordnance system), Inventory Management and Systems Database and Chief Financial Officer reports; 5) Identifying deficiencies/threats to concept refinement, technical development, system development and demonstration, production and deployment, and operations and support; 6) Clearly articulating budgetary requirements, rationale, and develop justifications for decisions and recommendations; 7) Managing multiple first-level supervisors.
