The following are the duties of this position at the full working level.
Develops the fiscal year local functional training plan in adherence to functional work plan assumptions by coordinating with management in the development process and ensures delivery of the functional training plan.
Plans and coordinates all functional training and changes in the use of resources. Recommends changes to procedures and practices when the need to do so is identified. Obtains on-site and off-site space if needed, provides training equipment, instructors, course booklets and other training supplies.
Prepares, monitors, and maintains coordination of the Functional Site Training Plan. Advises management of training needs identified through National Office work planning assumptions, published mandatory training requirements, or other sources of feedback.
Provides the functional site training plans and training reconciliation reports to Planning & Analysis (P&A) and Business Operating Division (BOD) staffs. Prepares estimates of training costs to Learning and Education to ensure that the site is properly budgeted for training activities.
Updates the functional training section of the filing season readiness plan.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience interpreting tax laws, Internal Revenue Code and Manual, procedures and regulations sufficient to interpret procedural instructions, develop job aids and assist with training materials; Experience with relevant systems (i.e., IDRS); Experience with training methods to identify problems and deliver subject matter in a classroom environment. Experience with oral and written techniques to provide guidance and direction, and to facilitate discussions.
OR
EDUCATION: Masters or equivalent degree that demonstrated the necessary knowledge, skills and abilities to do the work.
OR
Two full academic years of progressively higher-level graduate education leading to a master's degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work.
OR
LL.B. or J.D., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of qualifying graduate education and experience equivalent to that amount required. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience interpreting tax laws and issuances, Internal Revenue Code and Manual, procedures and regulations sufficient to interpret procedural instructions, recommend changes to guidelines and procedures, develop job aids and develop and present tax law training materials; Experience with training objectives and policies to develop training procedures. Experience with relevant systems (i.e., IDRS); Experience with organizational procedures, functional programs, operations, and processes to identify and resolve problems; Knowledge of analytical and evaluative methods and techniques, including statistical process control measures, to extract pertinent data; Experience with oral and written techniques to provide guidance and direction, and to facilitate discussions.
OR
EDUCATION: PHD or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work.
OR
Three full academic years of progressively higher-level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work.
OR
LL.M., if related.

AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
