This position is located in National Operations Center (NOC), Division of Business Services, Property and Support Services, Property Operations Section in Lakewood, Colorado. Duties

Serves as an asset management subject-matter expert for Administrative Procedures Reviews conducted by the HQ/NOC. Reviews and analyzes program data from evaluations, assistance visits, report of survey submissions, and other reports to determine program weaknesses and training needs for the management of personal property. Responsible for making determinations on methods of disposal for expendable supplies or assets; types of assets and supplies purchased; facility energy conservation methods; education of hydrocarbons; and waste minimization. Serves as the National Firearms Coordinator for acquisitions and disposals of firearms in Federal Stock Classification 1005. Firearms and communications, and equipment have special and stringent handling requirements for disposal. Serves as lead for excess property acquisitions. Acts as the single staff resource for disposal for all agency offices physically located at the NOC. Maintains the want list for bureau offices for equipment and routinely screens multiple sources for excess assets to fill those needs. Provides bureau direction on planning, acquisition, management, inventory, utilization, and disposal of all personal property. Manages the BLM Property management program. Reviews property management systems, programs, and procedures to prepare and make recommendations for changes. Tests modifications and/or enhancement subsystems prior to their implementation in production environments. Serves as liaison for the. NOC, BLM State offices, GSA, HQ, and other bureau personnel for asset matters.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity. Specialized experience is defined as work in Property Management; experience performing duties in a property, budget, or financial automated system of record such as the Systems, Applications and Products (SAP) based Financial Business and Management System (FBMS). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is performed in both an office and warehouse environment. The office work is primarily sedentary and requires no special physical demands. The warehouse work requires physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching or similar activities. The work in the warehouse also requires moving, lifting, and carrying moderately heavy items and involves the operation of material handling equipment (i.e., pallet jack, stock picker, etc.). The incumbent is required to drive government vehicles to perform work and is required to travel by various means to reach work or training locations. Incumbent may also be required to inspect construction work sites where contract work is being accomplished. Work Environment: The office work involves everyday risks or discomforts that require normal safety precautions. However, work in the warehouse involves exposure to moderate risks, discomforts, and unpleasantness such as high temperatures. The incumbent will be required to wear goggles and gloves and may be required to wear other protective gear as necessary. The incumbent will be required to follow special precautions when working around storage areas containing explosives, corrosive, or highly combustible materials. Occasionally work may require field site visits and work under construction site conditions.
