You will serve as a Information Technology Specialist (Systems Analysis) of NAVSUP BUSINESS SYSTEMS CENTER OMN.

Duties

You will serve as a systems analyst and have a proficient level of all functional systems design duties involved with the development and/or maintenance of one or more complete systems, applications, or equivalent. You will create or modify various functional or design documents such as financial, supply, acquisition, and/or other government functional requirements. You will plan and coordinate feasibility studies to determine practicality of requirements from an Information Technology standpoint. You will recommend changes to proposed requirements and research applicable regulations, standards, and policies. You will develop proposed design approaches and validate with the customer, ensuring design is consistent with law, security and privacy regulations. You will develop or oversee the development of an overall test plan for an assigned area of responsibility.

Qualifications

One year of information technology related experience in the federal service or private or public sector demonstrating the following six competencies, as defined: 1. Information Technology Business Process Reengineering- Redesign business process or supporting information technology to improve warfighter capabilities and support systems. 2. Information Technology Customer Support- Provide functional and/or technical support to customers to ensure validation of requirements and delivery of Information Technology capabilities. 3. Information Technology Life Cycle Management- Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. 4. Oral Communication- Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. 5. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders. 6. Written Communication- Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention. In addition to experience demonstrating the six competencies above, one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. This specialized experience should include: 1) Planning and coordinating feasibility studies to determine practicality of requirements from an IT standpoint; 2) Performing extensive fact finding to gather actual work processes, through consultations with IT and Subject Matter Experts (SMEs), customers, or contractors and through simulation studies, benchmark testing, trend/cost/benefit analysis, and development of new information sources; 3) Creating or modifying functional or design documents which may include Operational Concept Document (OCD), Project Transmittal, Requirements specifications (RSs), System Specification, System Flowcharts, Test Plans/ Scenario, Use Cases, Program Design Document (PDD), Program Specifications (PSs), User/ Implementation Guides, or similar documents; 4) Reviewing contractor developed products to ensure they comply with functional and operational requirements.
