You will serve as an IT Project Manager (PLCYPLN) in the Business Systems Center Logistics Solutions Department of NAVSUP BUSINESS SYSTEMS CENTER OMN.

Duties

You will be responsible for high level matrix project management of the Department of Navy 's Ordnance Information Systems (OIS) including planning, directing, coordinating, and managing enterprise level IT programs and projects. You will assign tasks and provide guidance to subordinates and determine resources needed to accomplish project objectives. You will manage project funds, set schedules, and determine the course of action for the Command. You will ensure applicable project life cycle documentation is developed and maintained in compliance with policies and procedures. You will manage a wide range of complex IT initiatives and technologies involving software development lifecycle, software modernization, and other special projects. You will prepare and present presentations and briefings on all aspects of projects to all levels of management both within and outside of the Command.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector, demonstrating mastery knowledge of IT systems policies, procedures, and regulations used in IT project management. Specialized experience must demonstrate the following: 1) Planning, organizing, monitoring, and executing complex IT project management best practices in support of IT business systems; 2) Overseeing and directing matrixed support teams comprised of Contractor and Organic team members in geographically disparate locations; 3) Directing and coordinating the work of subordinate staff and finding ways to improve production and quality of work; 4) Presenting new ideas and obtaining support from leadership for changes to existing procedures; 5) Developing and maintaining coalitions with stakeholders to enable the support of an Agency's business; 6) Developing and interpreting policies, procedures, and strategies needed to deliver mission-oriented logistics system enhancements and modifications.
