This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hiring Authority to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Deputy Product Manager Acquisition) positions are assigned under Project Manager Terrestrial Sensors Headquarters (PM-TS), at Product Manager Force Protection Systems (PM-FPS) and Product Manager Biometrics (PM-BIO), located at Fort Belvoir, Virginia.
Duties
Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget.
Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.
Responsible for the analysis and evaluation of programs as they affect assigned equipment.
Perform the full range of administrative and technical supervisory duties.
Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Selectees must meet position requirements for certification at Level III (Advanced) in the Acquisition Career Field (Program Management) within 48 months of entrance on duty.
- One-year supervisory probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.

Specialized experience is defined as performing ALL of the following duties: 1) Developing project management policies, planning, requirements and direction within an acquisition program; 2) Participating in analysis of the program's budget, cost and mission requirements; and,3)Overseeing project responsibilities such as development, acquisition, testing, life cycle support, resources management, contracting, scheduling, personnel and facilities.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
