This vacancy is for a PROGRAM ANALYST position in the Associate Director for Research & Methodology, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Utilizes negotitiation and facilitation skills to engage with employees across all levels of the organization to address budget-related concerns, find solutions, and reach a consensus on strategies and other communication methods.
Analyzes large, complex datasets and make recommendations to take corrective actions when needed.
Develops, monitor, and excute a budget, along with its associated cost.
Develops or update plans, identify needs, and monitor projects by utilizing your project management principles.

Qualifications
Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes:
Experience formulating budget estimates and financial operating plans; monitoring the rate of expenditure of budgeted funds to ensure the budget remains on track to meet planned spending; generating a variety of reports and communicating results to management; providing expert advice and assistance on budgeting and associated data by conducting analysis, reviews, and special studies of budget and/or related information; working with stakeholders from different divisions to ensure the organization complies with legal and regulatory requirements while also meeting the specific needs of different programs and experience communicating orally and/or in writing.
Education: Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
