This position is part of the Defense Human Resources Activity. The incumbent will serve as an IT Program Manager who leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. Responsible for ensuring the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management, and capital IT investment plan goals.
Duties
As a IT PROGRAM MANAGER (PLCYPLN) at the GS-2210-12/13 some of your typical work assignments may include:
Identifies and defines business and technical requirements applied to design and development and identifying new industry trends to analyze IT systems' potential impact on network and data infrastructure.
Interprets IT policies, standards, and guideline requirements for acquisition management policies and procedures, and cost-benefit analyses to ensure the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management, and capital IT investment plans.
Assist in project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, and resource allocations.
Work with clients and customers (that is, any individuals who use or receive the services or products that the work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.
Provide support to a wide set of products and services within DMDC's portfolio of capabilities to include product planning of product lifecycle.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Participates in a program/project throughout the Software development lifecycle, sustainment and maintenance of IT network and data infrastructure systems.
Reviews Agile methodology and DevSecOps practices and procedures to develop and ensure enterprise architectures, infrastructures and performance management of IT projects.
Develops and maintains Authority to Operation (ATO) in Information Technology systems
Coordinates with a diverse workforce of civilian, contractor and military internal and external stakeholders to ensure project schedule, costs and monitors contract performance.
You may qualify at the GS -13 , if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS -12 grade level in the Federal service as listed below:
Serves as a program/project manager throughout the Software development lifecycle, sustainment and maintenance of IT network and data infrastructure systems.
Applies Agile methodology and DevSecOps practices and procedures to develop and ensure enterprise architectures, infrastructures and performance management of IT projects.
Evaluates, develops and maintains Authority to Operation (ATO) in Information Technology systems
Leads a diverse workforce of civilian, contractor and military internal and external stakeholders to ensure project schedule, costs and monitors contract performance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series.

Substitution of education may not be used in lieu of specialized experience for this grade level.
