Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Provides advice on military technician compatibility issues and delegated personnel authorities. Assists technicians with permanent change of station moves. Assists in conducting reductions-in-force (RIF). Assists in developing, coordinating, and maintaining state plans/guidance. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the National Guard.

  • This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.


This is a Career Ladder position for a GS-07/09. This advertisement is written for the GS-09 level. Your qualifications for the GS-07 and/or GS-09 will be determined by your resume and questionnaire responses. MILITARY GRADES: E4 through E6 GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: At least 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
