Duties
Ensures the integrity, propriety, accuracy, and timeliness of accounting and financial transactions within Accounts Payable.
Examines a variety of documents, records, and accounting reports to ensure compliance with generally accepted accounting policies, new operating procedures, and revised regulations and legislation.
Participates in decision-making sessions and advises program directors on regulatory requirements, financial policies, and data interpretation.
Provides technical advice and training to technicians and program managers regarding the processing of accounting transactions or reconciliation of accounting/financial reports.
Coordinates budget personnel regarding installation-level actions required to identify, track, research, liquidate/cancel unliquidated balances in expiring and closing appropriations.
Assists in the monitoring of Accounts Payable operations compliance, uses established internal controls to identify problem areas, and determines actions required to improve operating program effectiveness.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying for GS-07, GS-07 if applying for GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for GS-07 is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; analyzing and evaluating reports from financial systems; and gathering financial data from various sources related to a specific financial issue.
Specialized experience for GS-09 is defined as: researching and interpreting financial regulations, policies, and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service, if applying for the GS-07 position. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service, if applying for the GS-09 position.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (
http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-9 Substitution of Education for Experience: Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
