You will serve as an Information Technology Specialist (Data Management) in the Information Technology and Cyber Security (ITACS) Office at PEARL HARBOR NSY AND IMF.

Duties

You will develop and maintain data management systems and databases to meet current and future requirements of the software and applications of the organization. You will develop physical data models that describe the structure for data storage, data indexing, data manipulation, and data retrieval applications towards the maintenance and storage of Software and Applications. You will manage, implement, and maintain multi-user databases for software; you will ensure that databases meet the business requirements of the organization, are accessible to authorized customers and are kept up-to-date. You will monitor and optimize database performance and tune database operations. You will generate complex queries and reports. You will participate in the design of of data management systems. You will develop data dictionaries, data models, and other data management tools. You will monitor and coordinate local installation and configuration of databases. You will troubleshoot interface problems between information systems within and outside of the department. You will monitory and maintain local program changes to enhance information systems operations. You will serve on project teams responsible for system implementation and upgrades; determine project scope and additional staff resources required to complete projects; prepare project specific work plans and timelines. You will monitor project milestones and report project progress to government management.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is a Cyber Workforce position. You must obtain and maintain qualifications per DoDM 8140.03 Cyber Workforce Qualification and Management Program, 02/15/2023, for work role 421 proficiency level intermediate w/in 9 months of appointment.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires lifting/carrying of moderately heavy objects such as boxes of project files or computer equipment 50 pounds or less.
  • This position may require recurring activities such as bending, crouching, stooping, stretching, reaching, and climbing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes.

Qualifications

GS-12 I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency: analyzing data structures and flow of work and data that supports the operations of databases. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency: exchanging information, planning, and coordinating work efforts with department/office personnel, managers, vendors, contractors, user representatives, programmers and managers. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency: providing advice and guidance on a wide range and variety of IT issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: troubleshooting interface problems between information systems within and outside of the department; determining problem causes (e.g. bad data, faulty programs, or operations; and/or researching problems and deficiencies. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector engaging in the planning, development, implementation and administration of systems for the acquisition, storage, and retrieval of data. GS-11 I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. IT-related experience demonstrating this competency: analyzing data structures and flow of work and data that supports the operations of databases. 2. In lieu of specialized experience, you may qualify for the GS-11 Grade Level with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
