The primary purpose of this position is: To serve as the Chief, Labor and Employee Relations Branch, providing agency regulations, policies, procedures and program direction in labor relations, employee conduct management, federal employee benefits and career development for a national program.

Duties

Plans and directs the development of regulations, policies, procedures, standards, and techniques for management of the National Guard labor relations, employee conduct, employee benefits, career development, and related third party action programs Coordinates with FLRA, OPM, DOL, DOD, Air Force and Army on all labor management, employee entitlement, and career development issues affecting technician policies covered in regulation and law Directs agency level development, implementation and evaluation of program training and education for labor relations, employee conduct management, employee benefits entitlements, career development and related third party actions Exercises supervisory personnel management responsibilities over a limited staff

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Comprehensive knowledge of the DoD, DAF/DA and National Guard program goals and objectives to include administrative policies, procedures and precedents applicable to numerous management programs (i.e., organizational planning, manpower management, management operations, organizational effectiveness and review and analysis). Uses knowledge to provide expert technical support and advice to management regarding major programs, and to assist in the development of policies affecting the mission. Work requires knowledge of relationships with other major programs and key administrative support functions with DoD, DAF/DA, other Federal activities, and States. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of Labor Relations, employee conduct management, benefits entitlement, performance management, and career development concepts. Case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of collective bargaining is-sues, conduct or performance problems, and entitlement programs. 2. Expert knowledge and skill of negotiation and persuasion techniques sufficient to explain and justify managements actions. 3. Expert knowledge of conflict resolution techniques sufficient to interact in highly charged and highly emotional situations which arise due to delicate or highly contested case matters and determinations. 4. Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals, and objectives. 5. Skill in conducting reviews and analyzing assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 6. Ability to develop effective policies, goals, and sound management practices to successfully direct civilian and military personnel programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
