You will serve as a Supervisory Facility Support Contract Manager in the Facility Support Contract (FSC) Management and Facility Services (FMFS) Facilities Engineering and Acquisition Division (FEAD) of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will analyze contract funding reports to evaluate request or contract modifications and changes in orders. You will review input of technicians and develop training requirements accordingly to ensure that property management technicians maintain a proficient level of work. You will exercise supervisory authority for the full range of personnel actions to support policy, plans, and requirements. You will evaluate operational issues to recommend solutions and improvement. You will analyze programs to determine if new business processes need to be developed. You will retrieve data from electronic information sources to develop reports.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Develops and maintains an annual plan of execution; 2) Tracks client funding; 3) Supervises and manages resources; 4) Provides technical and legal expertise for Facility Support Centers; 5) Serves as Contracting Officer's Representative, interpreting contract clauses and negotiating change orders and 6) Maintains precise records.
