You will serve as a Branch Head in the Information Technology & Cyber Security (ITACS) office of PEARL HARBOR NSY AND IMF.

Duties

You will develop policy and standards guidance, manage resources and logistics, and oversee a team of IT Specialists to implement systems and projects. You will continually evaluate the effectiveness of the current IT policy farmwork and the impact of technological change to ensure alignment with the agency's mission requirements. You will manage one or more major IT initiatives through multiple related IT projects, taking accountability for the overall success of the projects. You will establish performance standards and evaluate employee performance, providing counseling and instruction on technical and administrative matters when necessary. You will act as a representative for the IT Department at meetings and conferences to summarize critical decisions and actions requiring Division Head attention. You will attend meeting and conferenced to influence others to use particular technical methods and procedures to improve and implement IT related best practices. You will develop and evaluate plans and present findings during meetings with command personnel and private industry representatives. You will plan subordinates work, set priorities, and prepare schedules for completion of work based on employee capabilities and selective consideration of the difficulty of the assignment. You will carry out the policies of, and communicate support for, the Equal Employment Opportunity Act.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 801, proficiency level ADVANCED (A) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector providing technical and administrative leadership in an IT workforce while staying up to date on software technologies, methodologies, or security requirements to ensure optimum efficiency and effectiveness of the software development lifecycle.
