The primary purpose of this position is to perform analysis and support to the Center Commander for deliberate campaign support planning and wargaming efforts with the MAJCOM to increase USAF readiness and lethality.

Duties

Plan, organize, and support Center's Operations Cell/Crisis Action Team (CAT) Operations. Center analyst for deliberate planning efforts and capabilities, ensuring synchronization with the other Centers. Center analyst for supporting and partnering in the execution of AFMC/A5/8/9's role as the Command lead for wargaming. Assist in providing leadership with recommendations by applying expert analytical and evaluative skills in the development and application of administrative and operational policies, processes, methods, and procedures.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience which includes experience with command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop enterprise-level plans thoroughly considering functions and missions across the organization.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop enterprise-level plans thoroughly considering functions and missions across the organization. Studies and analyses are of such scope that they frequently require a team effort and development of new approaches. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation measurement techniques in determining the extent of compliance with rules and regulations issued by the AF, or in measuring and evaluating organizational accomplishments to include used in project analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop course of action to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities to influence higher headquarters processes. Skill in negotiating effectively with senior leadership to accept and implement recommendations when they involve risk management, extensive changes in operational procedures, or conflict with organizational desires. Preparing recommendations for senior leadership to change the way deliberate planning and wargaming is executed; in evaluating the content of new or modified procedures for projected impact upon readiness and resources; and/or in translating senior leader intent into goals, actions, and deliverables. Ability to recognize and analyze complex analytical problems, conduct research, gather, assemble and analyze facts; draw conclusions; conduct analysis, devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for senior leader consumption and decision-making. Ability to communicate effectively, both orally and in writing, negotiates complex issues, and maintains good working relationships. Ability to plan, organize work and direct team study work to meet deadlines. IDEAL CANDIDATE: The ideal candidate would have experience planning and conducting wargames; deliberate planning with higher-level headquarters and stakeholders; and, supporting real-world operations in a time of crisis to ensure senior leaders have a common operating picture to make timely decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
