The primary purpose of this position is to serve as the Technical Advisor (TA), lead planner and programmer, providing planning, directing, organizing, and implementation control over flight activities assigned to 88 CS/SCOI, the Infrastructure Operations Flight.

Duties

DUTY 1: Serves as Technical Advisor to the Flight Director/Flight Chief and employees in the planning, organizing, and directing of the activities of 88 CS SCOI, Infrastructure Operations Flight. DUTY 2: Develops policies and manages information technology (IT) programs and resources. Researches, interprets, analyzes, and applies proper AF and DoD guidelines, policies and regulations. DUTY 3: Communication/Coordination. Communicates effectively via all media, inside and outside the organization. Maintains a system of information cross flow to management, subordinates, and supported/supporting organizations. DUTY 4: Represents 88 CS and SCOI with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with ABW, WPAFB tenants, AFLCMC, and AFMC personnel. DUTY 5: Teamwork and Customer/Supplier Relationships: Stimulates, develops, coaches, empowers, and nurtures employees to reach their potential and be accountable to create continuous improvements.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Qualification Standards IOR for Information Technology Management Series, 2210 (Alternative A).. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes demonstrating advanced knowledge of theories, principles, concepts, methods, standards and practices, to include the ability to analyze, plan, organize, and adjust work operations to meet program requirements and objectives within available resources. As well as experience in organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process AND I have IT-related experience demonstrating each of the following competencies: attention to detail, customer service, oral communication, and problem solving. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-12 grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of advanced information technology theories, principles, concepts, methods, standards and practices, and new Information Technology. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to effectively communicate both orally and in writing. Knowledge of organizational requirements, budgetary considerations, and financial information regarding programs and the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
