The primary purpose of this position is to oversee an AF-endorsed organization software factory, ensuring technical governance and operations align with the organization mission and digital strategy. Leads an organizationally and geographically distributed team of software engineers in the development of software systems.
Duties
Coordinates with industry, contracting, and active contractor companies to ensure appropriate & flexible labor coverage to propel software factory mission.
Collaborates with project managers, architects, and stakeholders to define project goals and requirements.
Provides technical expertise and guidance throughout the software development life cycle, with a strong focus on secure software design.
Serves as the system-level program manager for multiple software-based systems, planning life cycle, communications, and capability delivery.
Resolves critical problems or develops new theories for work products or services which affect the work of other experts, the development of major aspects of business management programs or missions, or impacts a large number of people.

- This is an APDP position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering and Technical Management (N).
- The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Qualification Standards IOR for Information Technology Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement specialized experience, at the next to lower grade DO-02 (GS-13), or equivalent in other pay systems. Specialized experience is experience that includes IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving as well as experience in the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is in or related to the work of the position of an IT Specialist (APPSW/DATAMGT) AND experience in providing technical expertise and guidance throughout the software development life cycle, with a strong focus on secure software design. Ensuring software development processes align with best practices and industry standards for secure software development. Incorporating information/data focus and best practices into all system development activities, positioning organization for future digital shifts as needed. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
