The primary purpose of this position is to perform as a Senior Data Analyst and provide expert support for a variety of information technology (IT) activities, including complex data analysis, systems analysis, and application development.
Duties
Design, develop, test and deploy Total Force enterprise-wide information delivery applications and stored processes.
Performs special purpose studies on high-level subject matters and expertly/efficiently develops ad hoc information retrievals and database/extracts.
Establishes, develops and maintains effective working relationships with top functional area and program managers, personnel programs business process owners, and data analysts across the Air Force, DoD, and non- DoD agencies.
Performs duties relating to security responsibilities.

- May be required to travel TDY as directed by management, sometimes on short notice and including overnight stays, traveling by military or commercial aircraft or by any other designated means.
- Must be able to obtain and maintain a Secret security clearance.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Applying a full range of database management concepts/methodologies, operations, and design principles, used in designing, developing, testing, and maintaining database systems that meet current organizational business requirements; Implementing test and evaluation methods sufficient to design, code, test, debug, and maintain large and complex programs; Developing data models, integrating source data into data management systems, and conducting performance-tuning activities designed to optimize data management processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge and understanding of computer programming languages/methodologies utilized within the agency and industry in order to perform required analysis and develop solutions in support of personnel life-cycle programs/policies.
In-depth knowledge and experience with several modern computer languages of relational databases to include but not limited to: Oracle, SAS, Business Objects, SQL, JavaScript and HTML.
Expert knowledge at troubleshooting, data extraction/manipulation to provide solutions to data integrity problems.
Extensive knowledge of complex data management concepts, principles, and methods to evaluate effectiveness of systems, develop and design programs, conduct performance-testing activities and optimize information delivery processes in the most efficient/cost effective manner.
Ability to research, analyze, interpret and apply all applicable laws, regulations, instructions and procedures governing military personnel programs.
Expert ability to communicate orally and in writing to fully coordinate activities with management and other IT specialists; provide training to junior IT specialists; and provide user/customer training and support.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
