This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DBC/CYBER DEVELOPMENT DIRECTORATE.
Duties
Reviews, interprets and analyzes policies, plans, and other guidance received from the Executive Office of the President, Office of Management and Budget (0MB), Office of the Secretary of Defense (OSD).
Analyzes the impact of changes in Congressional legislation pertaining to authorization and appropriations, and Resource Management Decisions, and develops proposed policy recommendations in response.
Performs a variety of projects and comprehensive analytical studies.
Assists in the development of resource and workforce management performance metrics for the organization.
Gathers, analyzes and tracks actual performance results for display on the DISA Director's dashboard, and provides recommendations for corrective action when necessary.
Develops and maintains an internal dashboard of performance metrics
Reviews various processes related to the RMC portfolio (funding, personnel, facilities and security), determining process effectiveness and identifies opportunities for improvement.
As required, develops, implements and monitors the use of standard operating procedures within the branch.
Develops, analyzes and presents position papers on RMC activities, programs and resources for use in briefings for the 0MB, OSD, JCS, and DISA.
Represents DISA and/or organization in meetings and working groups with OSD Comptroller, DoD CIO, CAPE, JCS, Defense Agencies, and internal DISA organizations to resolve different viewpoints on key matters relating to the PPBE process.
Joint Chiefs of Staff (JCS), and DISA for potential influence on the budget or the budgeting process of workforce management (personnel, facilities, security, etc.).
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is required to obtain and maintain a SECRET security clearance.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience analyzing and evaluating the effectiveness of resource management programs, including budget, personnel, facilities, and/or security; preparing and managing support agreements; and developing metrics to monitor/measure performance.
