The primary purpose of this position is to perform the duties of a Budget Analyst - includes directing and coordinating the preparation, formulation, justification, presentation, and execution of financial requirements. Organization location of position: AF/A2RX, Directorate of ISR Resources (AF/A2R) under Deputy Chief of Staff Intelligence AF/A2, Pentagon, Washington, D.C.

Duties

DUTY 1 - Incumbent serves as the Budget Analyst for the MIP, NIP, O&M, and R&D appropriations of the Directorate of ISR, AF/A2 organization. DUTY 2 - Incumbent directs the performance of budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of the budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations, apportionments, allotments; and transfer of funds from other agencies. DUTY 3 - Serves as the Division's Budget Analyst for the review of NIP Director Decision Documents (DDD) and MIP Program Budget Decision (PBD) documents within the Air Force. DUTY 4 - Assesses the impact and advises superiors on Congressional decisions concerning MIP and NIP program and budget submissions, assists in preparing reclama actions. DUTY 5 - Coordinates the Resources Division's external requirements and maintains a continuous liaison with Headquarters Air Force (HAF) directorates, MAJCOMS, Unified Commands, and DoD/IC offices to integrate Air Force budgetary support actions. DUTY 6 - Uses automated budgetary systems and computer generated products in accomplishing budgeting assignments. DUTY 7 - Plans and directs the work of subordinate employees in various grades.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of the DoD and the Corporate Air Force Programming, Budgeting and Execution system in order to coordinate and merge Military Intelligence Program (MIP) and National Intelligence Program (NIP) requirements into the Air Force budget formulation system. Knowledge of the Capabilities Programming and Budgeting System process used to formulate intelligence budget submissions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. An expert knowledge of the concepts, principles, practices, laws and regulations governing budget execution. 2. A comprehensive knowledge of the DoD and the Corporate Air Force Programming, Budgeting and Execution system in order to coordinate and merge Military Intelligence Program (MIP) and National Intelligence Program (NIP) requirements into the Air Force budget formulation system. 3. Knowledge of the Capabilities Programming and Budgeting System process used to formulate intelligence budget submissions. 4. A comprehensive knowledge of principles, practices of budget development and formulation to review, edit, and consolidate budget estimates from Major and Unified Commands to adjust data in related databases. Incumbent is an authority on budget execution. 5. A high degree of skill in applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. 6. A knowledge of major intelligence programs to include the General Defense Intelligence Program, Military Intelligence Program, the Consolidated Cryptologic Program, the Foreign Counter-Intelligence Program aggregation and the National Geospatial-Intelligence Program. 7. Knowledge of laws, rules and regulations governing federal civilian personnel and military personnel management. 8. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
