You will serve as a PROGRAM ANALYST in the Manpower and Personnel Directorate, Personnel Readiness Department of COMNAVSURFLANT.
Duties
You will provide oversight in direct support of operational mission requirements.
You will lead, plan, coordinate and execute strategic actions supporting the integration of multiple metrics tracking solutions throughout the command and subordinate commands.
You will plan and conduct comprehensive in-depth analysis, reviews and assessments of manning/personnel metrics.
You will develop and execute studies and assessments in support of readiness reporting and identifying and validating operational readiness and improvements across the command to meet operational requirements.
You will lead the team in performing quality assurance on data collection and data process, produce quantitative and qualitative results and brie collaborated recommendations.
You will conduct research and special study projects to resolve problems, change procedures or evaluate concepts.
You will develop and implement procedures to facilitate the flow of work throughout command.
You will make decisions on technical, and personnel problems presented by staff and direct, coordinate, and oversee work through them and identify training requirements.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Requirements

Qualifications
GS-13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Using IT systems such as: MyNavy Assignments, Tableau Data Analytics software, FLTMPS, CANTRAC and CETARs.
Overseeing policies and procedures for the effective and efficient redistribution of manpower.
Planning and coordinating projects and working groups.
Applying analytical and evaluative methods and techniques to issues or studies concerning efficiency, effectiveness and productivity to manning and enlisted military personnel assignments.
Communicating orally and in writing to present data.
Performing root cause analysis of changing data and graphically depicting and analyzing data trends over time.
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
