The primary purpose of this position is to serve as a Branch Chief in the Department of the Air Force Deputy Assistant Secretary (Budget) Office; providing budgetary administrative functions required to support programs executed through SAF/FMBIB to include Department of the Air Force Special Access Programs (SAPs), DoD, National, and other Sensitive Activities.

Duties

Works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Exercises supervisory personnel management responsibilities. Serves as an organizational focal point for budget formulation, execution, and financial management. Responsible for formulation and execution of key Department of the Air Force Special Access Program (SAP), DoD, National, and other Sensitive Activities budgets. Provides a broad range of financial advice and reports to program and financial managers with regard to assigned portions of the SAF/FMBIB portfolio and performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for allotments of funds for distribution to lower echelons.

  • Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • The employee must be able to obtain/maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-82, Subtitle F-Financial management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • This is a Defense Acquisition Workforce Improvement Act, Functional Area Code K, Acquisition Career Category 4 position.
  • This position requires a Business Financial Management, Advanced acquisition certification. The employee has 48 months to achieve this certification and must maintain it for the duration of employment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management; knowledge of the mission, roles, functions, organizational structures, and operation of organizations to provide guidance pertaining to acquisition, budget formulation and financial management; knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks; and ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments; knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures; and knowledge of the Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents including budget and financial management regulations, OMB Circulars, and Congressional Legislation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide Air Staff and command level guidance pertaining to budget formulation and financial management. 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the subordinate staff. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
