Duties

This position is located in the Office of Grants Management (OGM), Office of the Deputy Chairman for Management & Budget, National Endowment for the Arts (NEA). As a Grants Management Specialist, you will: -Assist in the processing and administration of NEA awards, including providing guidance and technical assistance to Agency staff, grantees, and cooperators. -Review financial reports such as budgets and requests for payments and/or expenditure documentation to determine its compliance and adequacy for acceptance. -Provide analyses and responses for internal management and external requests on matters such as grantee activity, grant issues and audit findings. -Participate on multi-disciplinary and/or cross-office teams that research, write, or present material that addresses federal financial assistance policies and procedures, or resolves problems.

Qualifications

You must meet one of the following requirements: GS-11: A. At least one full year of specialized experience equivalent to the GS-9 level in the Federal service with the following experience: 1) working with financial assistance applications and/or awards to review for allowable costs and activities, and provide guidance to applicants and grantees; 2) reviewing grant project budgets and/or grantee payment requests to evaluate accuracy and appropriateness and address issues; 3) and using financial assistance knowledge, including risk factors, to provide recommendations for resolving a range of grant issues. OR B. Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. (NOTE: You must submit a copy of your college transcripts to support your claim). OR C. Possess a combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim. GS-12: You must have at least one full year of specialized experience equivalent to the GS-11 level in the Federal service with the following experience: 1) using financial assistance knowledge to review, evaluate and manage a variety of grants from pre-award through close out; 2) providing technical assistance to internal and external stakeholders regarding regulations and policies for managing awards, payments, and reporting; 3) and utilizing risk factors and other financial assistance authorities to resolve complex grant issues. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.
