The primary purpose of this position is to produce information and deliver data for senior leaders in the Department of Defense, Secretary of the Air Force, Air Staff, Commander Air Force Personnel Center, major commands, wing commanders, U.S. Office of Personnel Management, Department of Labor, U.S. Bureau of Economic Analysis, and other government agencies.
Duties
Functions as a programmer/analyst for personnel data disseminated from the Air Force Personnel Data System (POS) worldwide.
Creates. implements, and deploys computer applications from data primarily stored in SAS file formats.
Writes ad-hoc information retrievals and generates recurring data retrievals via ORACLE, SAS. ATLAS, and other available AFPC software.
Performs special purpose studies on high-level interest items on on either an individual basis or as a team member.
Develops and creates data dictionaries.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Click here for the occupational requirements for this position.
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes programming/analysis in the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data such as installing, configuring, and maintaining database management systems software; analyzing and planning for anticipated changes in data capacity requirements; and ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of data management services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the analysis. design. and cornputer programming techniques/languages used within the Air Force, other DOD agencies, and in private industry is required to develop, design, maintain and deliver products from the Air Force Personnel Data Reporting System. Experience with several modern computer Languages and in depth knowledge of relational databases, including ORACLE and SAS is required. The ability to quickly learn (and put into practice) new data query techniques is essential.
2. Familiarity with capabilities and limitations of AFPC's computer equipment configuration. programming languages, ad hoc query tools, and documentation regulations. This includes the ability to work on Microsoft platforms, including desktop office applications, as well as multimedia Internet information delivery platforms.
3. Skilled on a wide range of operating systems and procedures, in the field of in/out file processing. Expert knowledge of rational database structures is required to manipulate the data fields in the civilian, enlisted and officer personnel files. Ability to (1) determine the most efficient and cost-effective processing technique. (2) analyze. design and write object programs to meet stated requirements. and (3) debug. modify. and optimize existing information delivery systems.
4. Experienced with Honeywell mainframes including the operating systems. Job Control Language, and utility programs so that various on-line functions such as SURF, ZEUS, MSGIN and TABLES can be used to organize that Master Personnel Files. Able to submit programs which produce, audit, and control military and civil service personnel data information. Skilled at troubleshooting, manipulating data, extracting information, and configuring/implementing changes to computer program. Able to devise alternate processing procedures to restore operations in the event of system failures.
5. Knowlege of relational database structures is required to work with the individual characteristics of the current computer equipment hardware and various modular software components of the General Update System, including the AF personnel data descriptor tables, decision logic, and encode formats. Skilled at identifying interrelationships between systems software and hardware. Able to propose updates and modification to ensure current systems stay responsive to changes in personnel policy, legislation, and technology developments.
6. Compliance in all areas of government ADP standards and AFI 33-332 as amended to define the treatment of information declared as "For Official Use Only." Knowledge of the military classification levels and DOD Regulation 5400.00; Privacy Act of 1974 is essential. Ability to communicate clearly, both orally and in writing. Highly skilled in the negotiations of complex issues while maintaining good working relations with coworkers and high-level representatives from other agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
