About the Position: This position is a GS-12 target GS-13 with the United States Army Reserve Command, Office of Civilian Personnel Management Office, Office of the Director, located at Fort Liberty, North Carolina.

Duties

Coordinate civilian human resource management programs by utilizing expert knowledge and skill in applying a wide range of civilian human resources principles, concepts, regulations, and practices. Analyze the impact that changes in legislation, executive orders, directives, policies, and Department of Defense and Service/Agency regulations would have on the Army Reserve. Develop a strategic staffing plan to meet future workforce needs. Serve as senior staff civilian personnel management advisor for Office of Chief of Army Reserve (OCAR)/United States Army Reserve Command (USARC) to provide expert technical advice/assistance to managers in civilian human resource management. Provide solutions to personnel problems and respond to questions that require interpretation of guidance from human resources of policies, regulations, or directives. Develop short- and long-range program objectives to support mission requirements. Provide civilian personnel advice/assistance to managers in all aspects of workforce restructuring by analyzing force structure changes/proposed realignments of organizations and functions to identify/help mitigate impacts to the Civilian Workforce. Implement a standardized classification program, and ensure command-wide position classification accuracy and consistency in interpreting and applying position classification standards. Discuss controversial position classification decisions with managers to ensure full understanding. Provide advisory services to management on human resources programs such position classification, employee development, surplus management, performance management, management/ employee relations, staffing, and employee benefits. Evaluate civilian human resources business processes, employment policies, and historical practices to streamline and improve quality of services. Plan major projects concerned with analysis and implementation of human resources projects to increase effectiveness. Develop regulatory issuances, policies, and guidance on human resources programs. Deliver briefings to management and senior leaders on the status and accomplishments of strategic objectives and HR related programs Manages performance appraisal cycle, tools, processes, and program. Lead training to educate managers and employees on their responsibilities during the performance management cycle. Serve as technical advisor and subject matter expert on all aspects of civilian incentive awards program.

Specialized Experience GS 13: One year of specialized experience includes serving as a Senior Human Resources Specialist advisor and principal contact for management officials; completing program analysis to ensure program efficiency and effectiveness; developing policy and guidance; and provide advisory services to managers on one or more of the following Civilian HR functions: management and employment relations, recruitment and placement, position classification, employee development, surplus management, management employee relations, labor relations, awards, performance management, training, and employee benefits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
