This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Systems Acquisition Manager Acquisition) position is assigned to Special Operations Aviation Command, located at Fort Eustis, Virginia.
Duties
Develop plans and objectives for assigned systems acquisition projects.
Ensure that the final acquisition strategy incorporates all product life cycle requirements including design and prototype development, test, logistics support, and follow-on evaluation/product improvement.
Analyze assigned portions of the program guidance received from higher headquarters.
Provide direction, assistance, and support for all operations and activities under the authority of the Program Manager (PM).
Task, direct, and coordinate with other internal and external organizations and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with the PMs management direction.
Serve as a systems acquisition manager, and advises higher level management on all matters relating to one or more specifically assigned systems.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
Qualifications
The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

To qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Interfacing with leadership and technical teams to develop and defend plans for assigned programs; 2) Coordinating acquisition support activities necessary to meet program objectives; 3) Assisting with the development of programmatic documentation such as Acquisition Plans and Acquisition Strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).Education CANNOT be substituted for experience.
