This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS grade 12 Step 1 to the highest equivalent GS 13 grade step 10 in the broadband.

Duties

Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems. Consult with the supervisor to manage the complete acquisition program (designated major systems/equipment) throughout the entire life cycle. Helps establish, plan, and serve on Source Selection Evaluation Boards (SSEB) to analyze proposals and ensure conformance with PM’s initial weapon systems acquisition requirements. Respond to a wide variety of inquiries, including formal protests and congressional inquiries. Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.

• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional Certification within 36 months of entry on duty.
• This position requires the incumbent to maintain a Secret Security Clearance.

Specialized experience is defined as the following duties:1) Applying Federal Acquisition Regulations, statues, and policies to manage complex major weapons systems throughout its life cycle; 2) Developing Acquisition Requirement Package documents for various types of complex contract and other procurement actions; 3) Leading all functional activities required to effectively manage assigned programs; AND 4) Performing in-depth research of procedures, policies, and regulations to provide technical advice to management and project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
