This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Duties
Conducts briefings and presentations for senior leaders with the purpose to inform or instruct. Draft policies, SOPs, and other written materials to inform and educate the reader.
Applies the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards, and procedures to financial management activities.
Analyzes, evaluates, and reviews budget and program issues and financial data and reports using business tools and applications, cost and economic analysis, and performance metrics to provide recommendations.
Prepares, justifies, reports on, and executes the budget; and the relationships among program, budget, accounting, and reporting systems.
Presents and recommend budget adjustments, reprogramming, and resolution of budget problems at command agency levels.
Develops, implements, and advises on agency-wide policies and controls for the obligation and expenditure of funds, budget execution policies and procedures.
Formulates, justifies, and executes a budget to support short- and long-range program goals and objectives.

- This is a Financial Management Level 3 Certified position.

Qualifications
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience at the GS-14 level is defined as experience with the processes involved in allocating resources to provide the capabilities necessary to accomplish organizations' missions; experience overseeing all phases of budget development administration within an organization; and experience utilizing financial systems, or equivalent, to assist in managing investments, portfolios, or enterprise program(s) across organizations.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
There is no substitution of education for specialized experience at the GS-14 grade level.
