You will serve as a MANAGEMENT ANALYST in the Requirements, Authorizations, and Manning (Department N1C1) of COMNAVRESFOR. This is a RE-ADVERTISEMENT of Announcement Number ST-12347598-24-BMB. Applicants that have previously applied need to re-apply to this announcement.

Duties

You will review and approve, as appropriate, all Manpower Change Requests (MCR) submitted using TFMMS 2.0. You will input and process POM requests for all resource sponsors, Unit Management System actions, and TFMMS/ Defense Civilian Personnel Data System (DCPDS) reconciliation. You will act as primary Quality Assurance in matters related to various Manpower Systems (TFMMS//NMPBS). You will plan and conduct manpower reviews of headquarters and field activities, advising managers of problems and making recommendations for resolution. You will troubleshoot all software/data connectivity problems for TFMMS/NMPBS. You will prepare reports concerning claimant billet structure, authorization data, resource information, balance data, civilian and military grade codes, and military requirement codes. You will prepare employee evaluations, award recommendations, and counseling based on their performance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Relocation and/or Recruitment incentive MAY be authorized based on funding availability.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with military and civilian personnel management, manpower management, position management, organization and management analysis principles, computer literacy, techniques, and procedures. Experience in current manpower systems, including TFFMS and NMPBS and in the development of next generation systems. Experience developing new practices, techniques and methods involving the application of the required knowledge cited above to claimant manpower management.
