The Advanced Research Projects Agency for Health (ARPA-H) is looking for a Supervisory Administrative Officer to serve as Director of the Mission and Administrative Resources Division (MARS) of the Office of Operations. As Director of MARS, you will manage and lead staff who perform all administrative services including facilities, property, travel, events, security coordination across the federal government, internal policies on time and attendance and workforce flexibilities.
Duties
Serves as an advisor to the Chief Operating Officer (COO)
Provides project oversight and management to ensure the Office of Operations and ARPA-H meets its goals.
Plans and manages very complex administrative/management projects.
Utilizes expert skills in organizational processes, administrative guidelines, procedures, management process, information, and documentation systems.
Evaluates findings and recommends more efficient, effective, and economical ways to accomplish workload and program objectives.
Leads special assignments, analyses, and studies involving the organization and use of resources (funding, space, equipment, and personnel) employed to accomplish the mission.
Directs a staff of analysts and specialists in providing expert advice and consultation to staff and senior managers across ARPA-H on issues and matters related to administrative and management support, logistics, facilities, security, administrative compliance, organizational oversight, information management and resources.
Reports to the COO on short and long-range facilities planning for ARPA-H.
Appropriately plans for facility needs and mitigates risks of resource, supply, space, and equipment shortages in the oversight of the facility management of ARPA-H's three Hubs.
Provides oversight for the Agency Continuity of Operations Planning.
Makes recommendations to the COO on matters concerning space utilization for all of ARPA-H.
Advises on and plans office renovations to assure optimal space utilization. Provides management of property management and physical security policy.

Qualifications
You qualify at the GS-15 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and managing very complex administrative/management projects; providing expert advice on Standard Operational Procedures, Delegations of Authority, Logistics, Travel, Records Management, Ethics, Time and Attendance, Workplace Flexibilities, and other administrative workloads of an organization; contributing management expertise in discussion of innovative ways and means of carrying out assigned and new programs and providing expert advice on the administrative services and management implications of policy or program proposals; and leading and managing staff, including supervisors to carry out administrative operations.
