The primary purpose of this position is to serve as the Air Force Materiel Command (AFMC) program analyst for one or several programs such as Civil Engineer (CE) Infrastructure Asset Management, Operations, Readiness, Housing, and Real Property Programs in direct support of Headquarters Air Force Material Command (AFMC) missions and goals.

Duties

Serves as MAJCOM CE Program Analyst. Develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentation such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience as a Civil Engineer Division (A4C) program analyst for one or several programs such as Civil Engineer (CE) Infrastructure Asset Management, Operations, Readiness, Housing, and Real Property Programs in direct support of Headquarters Air Force Material Command (AFMC) missions and goals. This position is subject to recall for service on the AFMC Crisis Action Team (CAT). The incumbent is responsible for integrating asset management principles throughout CE in implementing and sustaining policies, goals and directives that directly support AFMC missions. This position is also responsible for representing AFMC on Air Force level governance working groups, and providing technical support to AFMC installations for CE programs and initiatives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, theories, policies, and procedures of one or more of the following professional fields: - Civil, mechanical, electrical, fire protection, Housing, Facility Physical Plant Operations, or general engineering - Architecture, biological science, or physical science - Community planning including Noise analysis and Air Installation Compatible Use Zones Knowledge of asset management principles , applicable public laws, Department of Defense (DoD) and Air Force concepts, theories, policies, directives, and procedures. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds. Knowledge of Civil Engineer Operations and Readiness functional areas. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
