The primary purpose of this position is to serve as the Air Force Security Assistance Account lead Functional Budget Analyst to perform technical work in support of management analysis.

Duties

Performs financial functional lead duties involving detailed analysis of annual and/or multi-year with Security Assistance Account (SAA) budget execution processes for the Chief, Programming and Resources Division. Provides guidance, direction, and coordinates the activities associated with SAA accounting and finance systems, including projects to be undertaken cooperatively with other functional areas. Provides strategy and direction for Air Force-wide Change Management and Knowledge Management Initiatives. Participates and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs.

  • Required to obtain and maintain a Secret security clearance
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • This position is part of the Security Cooperation Workforce; the incumbent is required to meet/maintain certification requirements
  • Superior Qualifications and Prior work or active duty experience to determine leave accrual may be considered for this position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes detailed and comprehensive knowledge and understanding of budget and acquisition processes, concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive national program or agency business area and expenditure of Federal Funds. High degree of analytical skill in utilizing extensive knowledge and understanding of Air Force and DoD programs and missions to develop and compare alternative budget and program actions required to determine and defend optimum approaches to financing agency operations and programs. Very high degree of skill in interpreting and assessing Congressional legislation and language as it affects both the DoD and Air Force and must have the ability to develop budgetary policy and provide an authoritative source of advice and assistance for all financial matters. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply management principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance and policy. Knowledge of the organization, programs, missions and functions of the agency's organizations to conduct studies and determine innovative solutions to complex cross-functional problems. Skill in applying analytical and evaluate techniques for the identification, consideration and resolution of the issues of problems concerning the efficiency, effectiveness and cost of program operations. Skill in planning, directing, leading, mentoring and motivating project team members to conduct comprehensive organizational analyses/studies of a wide diversity of organizations to review processes and conduct extensive analysis of processes to substantiate change to organizational dynamics and increase knowledge transfer. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
