You will serve as a SENIOR PROGRAM ANALYST in the Environmental Business Line (EVBL) of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will process, track and manage the execution of funding for NAVFAC's environmental programs.
You will support the budgeting and programming of environmental resources through data analysis, metrics, and reports.
You will use NAVFAC IT systems to manage environmental data related to financial programming budgeting and execution.
You will serve as the Environmental civilian consultant to the Command on Environmental program management, resource management, and community management.
You will monitor and analyze complex, interconnected manpower, financial and execution data and develop metrics and briefs to support the management of the Environmental program.
You will assist with the implementation of career planning and succession management processes for Environmental.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- The incumbent must possess and maintain a valid state driver’s license to travel. A basic Class C license is required.
- The incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 450, on an annual basis to report financial interest as well as other interests outside the government.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing managers with information for making decisions on the administrative and programmatic operations and management for the Command's Environmental programs; 2) Providing data analysis for metrics and other performance measurements in relation to the effectiveness and efficiency of environmental programs, resources and operations; 3) Providing support and advice on reprogramming of funds and funding levels due to changes in workload and/or mission using corporate IT systems such as/similar to: CFMS, SMARTS, FIS, COGNOS, Milsuite, EPR Web, NORM, ieFACMAN, Maximo, and DTS; 4) Directing and conducting cost comparison and benefit studies of current or projected programs and developing lifecycle cost analyses of programs in order to inform managers and upper echelons of potential problem areas relating to EV programs; and 5) Assisting in the financial planning for Program Objective Memorandum (POM) requirements.
