Duties
Level II: The selectee will serve as an Administrative Officer for the Material Measurement Laboratory. The selectee is expected to perform the full range of administrative officer responsibilities. Responsibilities include administering the budget, financial management, human resources, and other general administrative activities consistent with programmatic objectives and NIST policies. The incumbent routinely confers with and advises management to identify and resolve administrative problems and needs and is also expected to provide guidance, advice, and information on these matters to other organizations. General administrative activities include, but are not limited to, acquisition actions, assistance awards, bankcard activities, and travel management.

The selectee will be expected to perform duties independently with minimal guidance and have the ability to effectively perform analysis and issue resolution.

Qualifications
BASIC REQUIREMENTS:
FOR ZA-II: Applicants must have one year of specialized experience equivalent to at least the GS-7 level (ZA-I at NIST) in the federal service. Specialized experience is defined as experience assisting and preparing documentation in support of human resources, financial management, and acquisitions.
OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
Equivalent combination of education and experience.
FOR ZA-III: Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience coordinating administrative functions for an organization to include budget planning, financial management, human resources management, acquisitions, travel management, property management, and space management. Applicant must have the ability to research, analyze, or evaluate data, policies, or work processes independently without guidance from supervisor.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
