About the Position: The incumbent serves as a Management & Program Analyst within the Logistic and Business Support Division. The employee serves as a member of a team of professional specialists with primary responsibility.

Duties

Conducts studies and evaluates work requirements to determine goals and objectives that require additional emphasis on Military IMA and Reserve strength, G-4 Civilian Rating Schemes and the Action Officer Project List. Incumbent stays current with policy and procedural changes and furnishes guidance in the development and full utilization of the most advanced methods and techniques applicable to assigned responsibilities. Participates in important administrative management planning, Budgeting, execution and policy development affecting the G-4 staff. Serves as the principal advisor to managers, supervisors and directors, regarding matters of personnel management/requirements and budgeting as well as manpower utilization, processes and procedures. Provides advice to management officials on training and development matters, such as procedures for assessment of training needs; impact of mission changes or reorganization; training that is necessary to support short and long term needs. Performs Contracting Officer Representative (COR) administrative functions and manage a wide range of contracts. Provides expertise and oversight in the areas of planning, programming, and budget analysis of annual resourcing in support of the G-4.

Specialized Experience: One year of specialized experience which includes analyzing and interpreting policies, procedures and regulatory guidance as it pertains to analysis of programs/contracts, manpower/TDA; reviewing purchase requests for technical and administrative programs; analyze contractor offers, perform cost and price analysis, conduct negotiations (including appropriate agreements, appropriate terms, and conditions); modify or effect changes to contractual requirements; and/or providing expert advice and guidance to program managers and program analysts on the interpretation and the formulation of budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
