Duties
As a PROGRAM ANALYST at the NH-0343-4 some of your typical work assignments may include:
Lead program efforts to resolve contract and funding issues for technical support from Advisory & Analytic Services (A&AS), FFRDC/UARC and SBIR/STTR contracts, to include developing and submitting technical requirements, reviewing Statements of Work (SOWs), Performance Work Statements (PWS), Annual Performance Evaluations, Independent Government Cost Estimates (IGCE), Spend plans, Contractual Billing and Budget Review Boards (BRBs).
Serve on IPT to update and maintain processes and procedures governing target development and test execution including the TC Systems Engineering Plan, MAP/PMAP, and DE Test Execution CONOPs.
Serve as training lead through development of individualized and/or organizational wide training plans for Chief Engineers, Chief Product Engineers, and Chief Systems Engineers.
Develop and maintain a classified data repository of all technical information regarding component and system level risks for each launch vehicle, front end, and all up round.
Collaborate across Program Engineering organizational boundaries to analyze technical HASC, SASC, GAO, OSD, COCOM Requests for Information, and provide accurate responses in a timely manner.
Coordinate all personnel actions (e.g., arrivals, departures, moves, hiring actions). Manage & coordinate in and out-processing for all government & contractor program engineering team members, and verify all personnel have the equipment/software needed to perform their tasks.
Consolidate and submit weekly activity reports (WARs), Situational Reports (SITREPs), and End of Weeks (EOWs) to TC, SE, and CE executive leadership focusing on technical issues, progress of target and countermeasure development, and mission execution.

- This is an Acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back to Basics (B2B) certification within 48 months of entry into position.
- This is a Critical Acquisition Position. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of 3 years, in the Federal Service, in the Critical Acquisition Position
Qualifications
You may qualify at the NH-NH-04 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-03/GS13 grade level in the Federal service:
Experience planning, designing and conducting detailed analyses of program plans and program alternatives
Experience developing acquisition strategies for new procurements
Experience managing multiple contracts

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
