About the Position: Serves as the Senior Technical Analyst for the Manpower Division, in the Army Materiel Command (AMC) G8, with overall responsibility for systems and data analytics pertaining to manpower management.

Duties

Serve as the principal interface among and between staff and program managers on manpower and funding actions, to expertly link the two resource elements throughout the Planning, Programming, Budgeting and Execution process. Conduct detailed assessments and trends analysis using complex multi-variate manpower/fiscal data sets to inform senior leader strategic management and resource decisions. Perform all phases of force structure and manpower planning/analysis, programming, and resource formulation. Interpret and monitor a wide variety of analytical and evaluative actions, special studies and policies relating to resource management and force structure; ensure synchronization of the efforts for cohesive enterprise application. Evaluate and plan, revise or guide the development and implementation of manpower management systems for agency-wide implementation.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position has a Temporary Duty (TDY) of occasional business travel.

Specialized Experience: One year of specialized experience which includes (1) Managing organizational force structure throughout the Manpower cycle such as Requirements Determination, Total Army Analysis (TAA), Program Objective Memorandum (POM), and Command Plan (CPlan) /Tables of Distribution and Allowances (TDAs); (2) Analyzing and synchronizing manpower programming and budgeting data; and (3) Serving as technical authority on manpower policy, process and system matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementLeadershipOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
