About the Position: This position serves as a Supervisory Program Analyst for the U.S. Army Material Command Headquarters. This position supports the planning, development and execution of the Army Food Program Strategy.
Duties
Serve as supervisory Deputy Division Chief for Army Food Innovation and Transformation (AFIT) Division as the senior civilian food program advisor.
Manage the command budget preparation and submission.
Manage the command's human capital to include position descriptions, hiring actions, performance management, employee development, and awards.
Provide contract management services including execution and tracking of contracts.
Perform personnel management responsibilities ensuring a high performing, productive workforce by using good management principles in keeping with published civilian personnel policy and procedures.
Assign workload related to AFIT mission requirements.
Exercise responsibility for interpreting, organizing, directing, planning, executing, analyzing and coordinating unique and complex assignments in all phases of the Army Food Program.
Provide representation on other DoD and/or Department of the Army (DA) level boards, study groups or committee as directed by HQDA (Deputy Chief of Staff, G-4 (DCS, G-4)
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- Percentage of time to be spent Temporary Duty Travel (TDY) is up to 25%.
- Financial Management Certification Level 3 position.
- One year Supervisory Probation period if prior service does not satisfy requirements.
- OGE 450 Financial Disclosure.

Specialized Experience: One year of specialized experience which includes providing advice on fiscal integration, planning, programming, budgeting, and operational support; developing, defending, tracking, and reporting budget execution across multiple appropriations; analyzing contractor performance meets required standards; manage the supply and maintenance program of the organization; and identify developmental training needs of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
