About the Position. Serve as a Program Analyst with the Program Executive Officer Aviation in Redstone AL. Manage the financial program management for a major systems acquisition program under Project or Product Management.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband.
Duties
Lead a team of program analysts responsible for financial program management for a major systems acquisition program under Project or Product Management
Translate program estimates to objectives and budgets.
Identify areas needing emphasis and exercises leadership to ensure programmed system and subsystem time, cost and performance schedules are accurately established and met.
Participate and support organizations with program and budget planning and reporting actions by developing and disseminating requirements, methods, justification strategies, and reporting cycle.
Represent the Program Executive Office at high level conferences.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position( Advanced)
- Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Business - Financial Management (BUS-FM) within 48 months of entrance on duty.
- This is a Financial Management Level III Certified position and incumbent must be able to obtain certification within 24 months of appointment.
- Business travel required up to 25% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- The position requires DoD SC Workforce (SCW) Certification Level Advance within 2 years.
- Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
- One year probationary period may be required.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03) GS-13.
