About the Position: This position serves as a Supervisory Management Analyst for the U.S. Army Material Command Headquarters. This position serves as principal advisor to Deputy Chief of Staff/G-8, as well as supervision of subordinate supervisors and staff.

Duties

Responsible for planning, programming, development and evaluation of organizational (force) structure. Balances complex manpower initiatives and field input with laws, regulations and policies. Participates in agency-wide study groups to evaluate the effectiveness of policies, procedures, and operations, and provide recommendations. Conducts special studies, analyzes data trends, develops projections, and recommends strategies and actions to meet program requirements. Acts as advisor and mentor on force structure actions, training, and program and manpower analysis in the Manpower and Force Management career field. Responsible for supervision of civilian (and military) personnel. Prepares briefs, information papers and packages to articulate and defend the Command’s force structure actions to optimize its workforce (to HQ AMC and HQDA Staff and Leaders). Serves as key program advisor and consultant to ACOM G8 and CG regarding manpower requirements, authorizations and resources.

Requirements

  • Must be able to obtain and maintain a Secret security clearance.
  • Percentage of time to be spent Temporary Duty Travel (TDY) is up to 5%.
  • One year Supervisory Probation period if prior service does not satisfy requirements.

Specialized Experience: One year of specialized experience which includes complex manpower and force management analysis; developing a Manpower and Force Management Program that has a critical role with the mission and operations of the command; evaluating the effectiveness of policies, procedures, and operations; conducting special studies, analyzing data trends, and recommending strategies and actions for meeting the program's requirements. Experience in leading Command/Manpower Requirements Determination, Total Army Analysis, Programming and Force Structure Documentation (to include Command Plan / TDA development). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
