About the Position: Serves as supervisor of the financial management and budget execution functional area in a Project Management Office (PMO). This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.

Duties

Develops, maintains, and coordinates a responsive financial management program to assure the availability of resources to meet milestones and events for the development, fielding, and sustainment of the weapons systems within the Project Office. Leads a team in establishing and maintaining an auditable financial management program, developing budget and manpower requirements, and within the framework of budgetary limitations and guiding policies, determining the amount of resources needed. Plans work to be accomplished by subordinates, sets and adjust short-term priorities and prepare schedules for completion of work. Advises the Project Office leadership on matters related to fiscal policy and provides recommendations on maximizing the effective execution of resources to meet mission requirements. Provides guidance and mentorship to subordinate employees, evaluating employee performance, recommends opportunities for improvement, and measures progress towards individual and organizational goals. Translates Program Office Estimates into discrete budgetary requirements and coordinates with organizational stakeholders to set and establish resourcing priorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the incumbent to obtain and maintain a Secret security clearance.
  • This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires occasional business travel (TDY) up to 25% of the time.
  • This is a Critical Acquisition Position. 4 years of acquisition experience are required.
  • This is a Critical Acquisition Position. Selectee must meet position requirements for Business - Financial Management Certification within 48 months of entrance on duty.
  • This is a Financial Management Level 3 certified position. Certification must be obtained within 36 months of entry on duty.

This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
