About the Position: This position serves as the Senior Human Resources Specialist (Military) for the Joint Activities Command in Fort Liberty, North Carolnia.
Duties
Establishes goals and objectives, develops project deadlines, and identifies resources available to execute mission assignments.
Serves as the Command's functional and technical expert for all matters that pertain to human resources (military and civilian) personnel management, administration and career development.
Establishes standards, develops operating policies, programs, procedures, and long-range plans, and provides technical guidance.
Manages and directs the personnel management program for all personnel (commissioned officers, warrant officers, noncommissioned officers, enlisted, and civilian personnel) assigned to the unit.
Conducts officer, enlisted and civilian strength management and keeps the command informed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent must be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information and potential Special Access Program authorization access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- This position may require Temporary Duty (TDY) 30 days or less with travel to various locations approximately 15% of the time.

Specialized Experience: One year of specialized experience which includes experience in providing technical advice and guidance regarding a wide variety of military and civilian Human Resource program areas to all levels of management officials within a major command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS 12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
